Evaluate the rules in force over the current run, and publish what they concluded.

Reads the Index and never the data pool. Every classifying and grouping rule is evaluated on every item at its level. A rule publishes conclusions only where it names what would defeat them, and a rule unable to decide is recorded as a failure against the rule. What each rule came to, and the classes each grouping rule formed, are printed whether or not it published anything. A flagging rule raises what it finds for a person’s attention, as a finding and never as a conclusion.
